If the U.S. isnt plagued by a subsequent wave of violent crime and I dont think it will be let us try the same for yet another tenth. Lets keep on doing this until its obviously not working.

From 1991 to 2007, the number of children with a mother in prison more than doubled, rising 131 percent. About two-thirds of the women in state prisons are there for nonviolent offenses. Sixty percent of those women have children under the age of 18, and in one survey one-quarter of the prisoners children were under the age of 4. Forty-one percent of the women in state prison had more than one childOne estimate suggests that 11 percent of the children of imprisoned mothers end up in foster care.

The very idea of a labor shortage is supposed to be strictly an economic concept. No longer. It is now wielded almost exclusively in political terms. Anecdotes about how companies are unable to find workers pepper most commentary on the labor market if only because there is no (none) direct statistical evidence that a nationwide labor problem exists.

In the absence of such data, a plethora of reports on how individual businesses are creatively dealing with the presumed problem is constantly offered as a sort of backup. If there was an actual shortage, no creativity would be required. There is nothing particularly clever about offering more money to workers, both to keep those you have on staff already as well as to bring in new ones if you need them so badly.

It actually argues against the idea.

The other angle for the LABOR SHORTAGE!!! is within the immigration debate. I dont particularly wish to get into it at any time, but the inadvertent honesty being offered in this one specific instance is particularly noteworthy; this time in the form of a mainstream story about a California citrus and avocado farmer.

Shade will need 50 harvesters for peak season. Right now, he has 25. Hes tried to hire more, but a skilled crew is becoming harder to find: The workforce hes relied on is aging and hes having a hard time finding people to replace them.

Sounds a lot like a shortage, except:

Even though he pays well above minimum wage, hes also lost workers to farms that can afford to pay more. The experienced harvesters at Shades farm can make up to $400 a day, he says. The rookies start off at minimum wage and then move up to $200 to $300 a day after a few weeks.

The articles author makes a mistake by composing his thesis from the comparison between what Mr. Shade pays versus the minimum wage. He pays a lot more than the bare minimum therefore we arent supposed to imagine why hes having problems other than the image of labor scarcity.

Thats nothing more than a false equivalence, however, and ends up proving the opposite point. The correct economic (small e) notation is between what everyone else pays versus what Mr. Shade is apparently unable to....

I want to share with you where I think we stand. Maybe it will scare the living daylights out of you. It should.

We are one step away from the abyss. Just one. A little one, a small nudge. Into acts which are unthinkable, which will disgrace us, shame our children, and quite probably destroy our democracy forevermore. Im sure you think I overstate it. Let me make my case, and you are more than welcome to pick holes in itif you can find any. But I dont think that you will.

In a country I dont need to name, a head of state recently built concentration campsthats according to historians of concentration camps, not me or you. Now, in response to massive public outcry, what happened? Well, the party that controls government did not lift a finger to act. Not a single representative of that side said: we are going to stop this, and then did. Not one. They didnt care. In fact, they licensed it, through their inaction.

What happened next? The person in charge of these camps produced a set of spectacular Orwellian denials. They arent cages. They arent camps. We dont separate families. The nation was incredulousbecause, of course, there are pictures, stories, evidence of all that, not just a few, but many. No matterreality is now what they say it is, what the people think it is.

What happened next? Did the head of state come to his senses? No. He issued communiqus which said: immigrants are the cause of death and destruction! Does this remind you of a particular figure in world history? An infamous one? It should. If it doesnt, my friend, I wonder if you have eyes to see.

So. Let us now think one step ahead. Lets imagine, simply, that the head of state in this country, or its Congress, decides to do something much worse even than put kids in camps. By passing a bill, or an executive order, or both. We dont even need to ask the obvious questionwhy would they stop at camps for kids?

Go ahead, pick something. Pick anything. Let the dark corners of your imagination run wild for a moment. Intern citizens. Strip people en masse of citizenship. Put residents and citizens in camps. Gulags. Enslave the prisoners in them. Put people in ghettoes, based on their ethnic status. Exterminate them.

Does this sound like fabulism to you? Please think again. Who is going to stop it? The Congress will not lift a fingerthat much it has already clearly signaled, hasnt it? The head of state appears to have no moral limits whatsoeverall this is very clearly within not just his legal capabilities, but more importantly, within the bounds of his moral imagination. It is something he is capable of as a human being...

There is good news for net neutrality coming out of California today, where two State Senators have combined their bills, SB 822 and SB 460, ahead of a key hearing this Wednesday before the Communications and Conveyance Committee. AT&T and other ISPs have been pouring money into lobbying and spreading misinformation, and were attempting to kill both bills by playing them against each other.

The combined bills leave all critical net neutrality protections intact, and if passed would set a gold standard for state-level open Internet legislation across the country. But telecom monopolies are still pushing hard to kill or water down the bills at the hearing this Wednesday, and contacts on the ground in Sacramento indicate that the committee chairman Miguel Santiago is being heavily lobbied by ISPs to do just that.

Its unthinkable that California Democrats would even consider weakening an extremely popular net neutrality bill in the immediate wake of the FCCs attack on our Internet freedom, said Evan Greer, deputy director of Fight for the Future, a digital rights group with more than 350,000 members in California. The free and open Internet is essential for every social movement combating corruption and authoritarianism. California Assembly members need to listen to their constituents, small business owners, and community groups not AT&Ts lobbyists. The whole Internet is watching.

Spatial Competition, the Industrial Revolution and the Great Divergence "IndyWatch Feed Economics"

There is a new NBER working paper on those topics by Klaus Desmet, Avner Greif, and Stephen Parente:

A market-size-only theory of industrialization cannot explain why England developed nearly two centuries before China. One shortcoming of such a theory is its exclusive focus on producers. We show that once we incorporate the incentives of factor suppliers organizations such as craft guilds, industrialization no longer depends on market size, but on spatial competition between the guilds jurisdictions. We substantiate our theory (i) by providing historical and empirical evidence on the relation between spatial competition, craft guilds and innovation, and (ii) by showing the calibrated model correctly predicts the timings of the Industrial Revolution and the Great Divergence.

From the body of the paper, I found these two sentences especially useful:

First, using city size and location data, we quantify how spatial competition increased in England between 1600 and 1800.  Using the same metric, we show that China at the end of the nineteenth century was about 200 years behind England.

The story we expected and the story we got was that the shortfall was becoming a more urgent situation, said Charles Blahous, a former public trustee of the Social Security and Medicare Trust Funds about the latest reports on the programs finances.

Congress, he added, is running out of good options for dealing with it.

In the latest Facing the Future program, Blahous and Robert Reischauer, also a former public trustee of the programs joined Concord Coalition Executive Director Robert L. Bixby and me to discuss the recently released Social Security and Medicare Trustees reports.

One revelation from this years reports was that both Social Security and Medicare will begin to draw down their trust funds this year. According to last years reports, that was not supposed to occur until 2022 for Social Security and 2023 for Medicare Hospital Insurance.

Blahous said that the biggest reason for this is a change in the trustees assumptions on future payroll tax revenue based on lower-than-expected payroll tax revenue in the last two years.

The projected date for Social Securitys trust funds to be completely depleted remains 2034, at which point severe measures would be needed to sustain the program. The key is to take corrective action sooner rather than later.

Social Security already runs a cash deficit, paying out more benefits than revenue it receives, and Reischauer warned of what the program would look like if changes are not made.

When (the trust fund) becomes exhausted, then all benefits and administrative costs have to be reduced to the amount flowing into the system through payroll taxes and these very modest income tax receipts, said Reischauer. At that point, if we waited until we are reliant only on payroll taxes, we would have to cut across the board all benefits by 23 percent.

Now these are humongous changes. . .that would devastate the lifestyles of a very substantial portion of the retired and disabled population, said Reischauer....

Long before the rise of the food movement, we used to sell fresh produce to the Berkeley Coops supermarkets. This allowed a small group of struggling farmers to sell a lot of good food to a big group of affluent consumers. But that was long ago. I needed to study up to face 500 experts in coop management.

Why Silence is Complicity, to Which History Bears Witness

I awoke this morning, as I often do these days, to a hilariously tragic sight. An historian in my Twitter feed was bravely lecturing everyone that we are not allowed to call uniformed forces putting kids in cages in camps Nazis. Why? Because its not clear whether or not they have a plan for genocide. Meanwhile, right above her (see the pic up there?) was a survivor whose entire family had been sent the Nazi camps, and said: this is exactly how it all it started. Please, listen to us!

Do you see the terrible irony? How sad and funny it is? So. When is it fair to call them Nazis? Can we call them Nazis yet?

Lets use this historians funny and trivial definition of how not to think it. If an actual plan for genocide, as in some kind of cartoon-villain PowerPoint deck, is the bar, then 99.9% of actual German Nazis werent ever Nazisthey werent in on it, remember. In fact, even the actual Nazis werent Nazis when the Nazi party was founded, at Kristallnacht, or when the war beganbecause the plans for said genocide werent drafted until 1941. LOL. How absurd and ridiculous these knots of illogic are. We do a poor job of thinking these days.

So. When we can we call Nazis Nazis? Shall we nuance ourselves into oblivion? Hitler was a particular biochemical body! That body has never been found! Only people who had contact with this entity can be called Nazis! or maybe Well, they arent wearing the historically accurate 1939 SS logo while they put kids into campsso they cant be Nazis. My friends, if this is the limit of our thinking, the truth is we have been made fools of. Because Nazism is more than that, isnt it? But in what way?

I think we can startjust start, mind youby defining some very simple and eminently reasonable criteria for when to call a Nazi a Nazi. If we cannot, then we have failed at being civilized people, in maybe the most simple and important way, havent we?

Lets begin with the definition of crimes against humanity. State-sponsored, designed, and executed. Mass Deportation. Forcible transfer. Ethnic, religious, or sectarian persecution. And then the obvious ones. Genocide, mass murder, camps, etcetera. The reason that we had to come up with this idea of a crime against humanityone that offends not just its victims, but all humankind, was precisely that all these acts are more morally charged than simple crimes.

Once again the world faces a long hot summer of discontent, with the major action likely to be in Europe and East Asia this year.  The EU is likely to experience regime change due to popular anger as warm weather brings in yet another massive wave of mostly male Muslim immigrants.  In the Far East, the summit meeting between U.S. President Donald Trump and North Korean strongman Kim Jong-un has led to serious plotting to revive a Manchurian empire straddling from Mongolia to Northern China to Korea to Japan, according to multiple independent sources, including CIA and Japanese military intelligence.

Lets start with the situation in Europe, where governments in Austria, Italy, Sweden, and elsewhere are waking up to the fact that the so-called refugee crisis is actually a Muslim invasion.  This is no exaggeration, since over 60% of the roughly five million refugees who have arrived in Europe since 2013 are men.  Put another way, an army of three million military-age Muslim men has invaded Europe by stealth means.  These statistics come from Eurostat via Wikipedia.

This is not just a random occurrence, either.  The refugees are being handed false papers;  for example, Afghan and Pakistani men are being given travel expenses and allowances, as well as fake Syrian passports by the P2 Freemason self-appointed social engineers who are behind this crisis.  As we have mentioned before, we were told when we visited the P2 in Italy a few years ago that their plan was to force Islam and Christianity to fight each other in order to merge the two into a single one-world religion controlled by them.

This is the background to a series of news events that popped up last week as the warm weather began in earnest.  First of all, we have the new Italian government getting into a war of words with France after deciding to stop admitting boats filled with refugees.

Why consume the most recent news? "IndyWatch Feed Economics"

Here is another left-over question from my recent talk:

How do you think about when it makes sense for to consume the most-recent news, in light of Robin Hansons news isnt about info?  How would you advise the rest of us?

I consume the news avidly for (at least) these reasons:

1. For professional reasons, I am required to do so.  That said, I am happy to note the endogeneity of that state of affairs.  Consuming the news is fun, though in a pinch more sports, games, and the arts could serve much of the same role.

2. I actually care what is happening.

3. Consuming the news is one of the best ways of testing your views about the past.  We are always revaluing what we thought we knew, in light of new data.  Brexit teaches us that the UK was never quite so well integrated into the EU.  The election of Trump may imply that certain late 19th century strands of American politics are enduring, and the evolution of the racial income gap will induce us to reassess various policies of the last few decades.

Under this theory, reading a lot of history books should raise the return to following the news.  For most people, they havent read so many books and at the margin they need more books rather than more news.  In this sense, following the news doesnt make intellectual sense for most people, though they may need it for social bonding, signaling, and conversation purposes.

I would stress the concomitant point that following the news does not make one a much better predictor of the future, if at all.  It may even cause people to overweight the most recent trends, due to availability and recency bias.

4. I also use the news to make history more interesting to me.  It is easier to get wrapped up in the news, if only because of the social support and the element of dramatic suspense.  If somehow the Balkans no longer existed, I would find it hard to wish to understand that the medieval Serbian Orthodox Church had established a new see at Pec in Kosovo in 1297  As it stands, my interest in that event is sufficiently intense, and it remains important for understanding the current day.

5. It is perhaps addictive that the news comes every day.  But that is a useful discipline.  If you follow the news, you will work at it every day, more or less.  Better those compound returns than to do something else once every three months and a half.

1. Susan Napier, Miyazakiworld: A Life in Art.  A thorough and serious treatment of Miyazakis career, focusing on his creative works rather than biography per se.

2. Helen DeWitt, Some Trick.  Conceptual and informationally dense short stories for highly intelligent people.  Here is a good James Wood review.

3. Matthew Polly, Bruce Lee: A Life.  A quite good, serious, and well-researched biography of the master, especially good in setting up the context of the martial arts in Lees time.  I hadnt known that James Coburn took 106 private lessons with Bruce, nor that Steve McQueen was another notable pupil.  Nor had I known how much Bruce studied the fights of Muhammad Ali for some of his film sequences.

4. James Crabtree, The Billionaire Raj: A Journey Through Indias New Gilded Age.  Delivers on exactly what it promises, a strong look at Indias wealthy class.

5. Thomas Weber, Becoming Hitler: The Making of a Nazi.  Perhaps you, like me, are totally sick of Hitler books.  But how exactly did his ideas morph intowhat they became?  This book is detailed, well-documented, psychologically insightful, at times even brilliant.

I was and remain a fan of behaviour economics and the other types of social science research that help us to think more clearly about thinking itself. Im a fan because lots of evidence suggests that human decision-making is plagued by a range of biases that range from confirmation bias to the Ikea Effect and that we have the capacity to put in place countermeasures to the improve the quality of decision-making. It seems to me that behavioural economics is a rare area of social science research that gives practitioners guidance that isnt trivial, is rooted has a strong empirical foundation, and which is non-intuitive. Ive sought to apply various decision debiasing techniques in my own personal life, particularly with regard to food and exercise choices, and am at work on a paper on how we can reduce the likelihood of cognitive bias in researchers who do archival research.

As someone who was initially attracted to the concept of nudging and libertarian paternalism, I was pleased when I learned the Coalition Government here in the UK had established, in 2010, a unit within the government,  Behavioural Insights Team (BIT) aimed at helping government departments to develop policies that  take advantage of behavioural economics insights. The BIT, the so-called Nudge Unit, helped to design a variety of policies that were aimed at making small, incremental changes to how this country operates. These policies successfully encouraged a variety of forms of pro-social behaviour, from paying road tax promptly to reducing prescription errors in pharmacies. As a citizen of the UK, was actually quite proud that the British government signalled its commitment to evidence-based, social-science informed policymaking by creating this unit. Even though the underlying research was pioneered by Israeli and US academics, the UK became a global leader in applying Nudge Theory. The UKs BIT inspired the Obama Administration to establish its own equivalent agency, but it had a much lower profile, didnt do as much, and was immediately destroyed by the Trump Administration. Other countries and jurisdictions have used behavioural econ a little bit in their policymaking process, but the UK is the world leader in this area, at least to my knowledge.

Kids in camps. Congressmen who cant get access to them. A President denying its happening. Whats happening to us? Weve forgotten three key lessons of history.

Beating authoritarianism isnt as simple as you think. Its even simpler. Yes, really. Not easy, mind you, convenient, comfortable, a walk in the park. But simple, as in undo the cause, undo the effect. Theres no need to overthink itto endlessly look for nuance, as if there are a million beautiful and subtle shades of grey among dictatorships. That is a way to prove how smart we arebut it does less than nothing to beat the bad guys. In fact, overthinking it, we end up paralyzed and powerless, which is where we are now, a point Ill return to. Lets start here.

Authoritarianism arises in broken societies. Just how broken is America? The average American doesnt have $500 in emergency savings, his life expectancys fallng, hell never retire, he lives with a mountain of debt, and his incomes shrinking. Inequality is higher than ancient Rome, trust has collapsed, social bonds have imploded along with towns, villages, and cities, some of which dont have basic utilities like water, the polity is badly dysfunctional, and so on. America is a portrait of the rich worlds first failed state.

Now. We have never once seen authoritarianism arise in a working societyone where people are prosperous. Ill get to why. First, go ahead and think about. Weimar Germany? Of course notit was badly broken, thus Hitler. Post-Soviet Russia? Nopelife was plummeting downwards, hence Putinism. China? Nopethere were mass famines, hence Maoism. Authoritarianism arises in broken societiesthere is absolutely no need to overthink it, which is a kind of denial, but to only to see: is the society we live in broken?

Heres a simple test to use. Are real incomes falling? If so, we are more than likely to going to see authoritarian current rise, and maybe rise all the way to the top. Just like we do in America.

People turn to authoritarians for a sense of safety and strength when they feel weak and defeated. Why is it that every single American punditfrom Ezra Klein to Nate Silver to Morning Joe to David Brookswas 100% wrong, over and over again, about Trumpism? Because they never saw how broken their society wasand so they couldnt understand the obvious implication. When people are living right at the edge, without savings, income, denuded of meaning and purpose, without a sense of optimism and faith in the future, they feel insecure, weak, powerless. And they will, much more quickly than anyone expets, turn to the figure who gives them a sense of safety, strength,...

Technology in Kubricks *2001: A Space Odyssey* "IndyWatch Feed Economics"

This post serves up some spoilers of detail, though no major spoilers of plot until the penultimate you must go see it paragraph.  Upon a re-viewing of this movie, I found the following striking:

1. There is a Skype-like service for phone calls, but it never occurs to anyone that something like sending an email might be possible or even desirable.  A lot of major and even apparently simple technological advances just arent that self-evident.  The cameras in the movie also remained quite primitive and clunky, even by pre-smart phone standards.  Maybe people expected a great stagnation in cameras back then.

2. At the time, Kubrick apparently thought it plausible that the audience would buy into common, widespread and indeed commercially viable space travel by 1992.  The film was released in 1968.

3. Pan American flies people into outer space, and apparently used this new market to avoid total bankruptcy.  Their stewardesses still have silly hats and costumes, and they act in a vaguely self-demeaning manner.

4. The film shows some signs of recognizing that Moores Law might happen.  Hal for instance is advanced AI, but he is not huge in size.  And the portrait of voice recognition technology is quite realistic.

5. Stars do not twinkle in outer space, however.

6. Hal 9000 would be less creepy with a female voice, and indeed Apple and Amazon figured that out some while ago.  Note to my tech friends: do not program your personal assistant bots with a resentful, quivering, paranoid, passive-aggressive male voice.

7. The movie seems to suggest that chess-playing computers are a major achievement, when in fact this was mastered relatively easily, compared to many other AI problems.  The movie shows this chess game, with Hal as Black.  It is the kind of game you might expect a strong computer to play against a human, namely with a finish based on visually counterintuitive tactics.

8. It is a truly dystopic vision to think that Howard Johnsons will be serving us food in space.

9. The first time I saw the movie, which I believe was in the mid-1970s, I was more stunned by seeing Americans talking to Russians as if they were normal people than by any of the technology.

Economists in the Media "IndyWatch Feed Economics"

I am quoted on how economists are portrayed in the media:

It is the best of times. It is the worst of times. It is not uncommon, for example, to see critiques of economics in the media which are about as sophisticated as saying look at those silly physicists who think that a bowling ball and a feather fall at the same rate. Even people who should know better like David Suzuki say ridiculously, obtuse things when it comes to economicsperhaps for ideological reasons.

At the same time, the quality of the coverage of economics in the media is often excellent and has never been better. Greg Ip, David Leonhardt, Catherine Rampell, Adam Davidson, Stacey Vanek Smith, Cardiff Garcia, Megan McArdle all do superb economic commentary and reporting not just about the economy but about economics. And those are only the people off the top of my head, I could name many more.

The public also has access to top economists through the blogs and social media. I would count Paul Krugman, Tyler Cowen, John Cochrane, and Jeniffer Doleac in this category.

While some people claim that economics is out of touch or obsolete, economics passes the market test. Economists have never been more in demand. Designing new types of markets is a big part of the internet economy and computer scientists, followed by economists, are the leaders in this field. Google and Facebook run billions of dollars of auctions using what was once an obscure economic theory (Vickey-Clarke-Groves auctions). Google, Facebook, Uber and Airbnb all hire economists to better understand data and design new economic mechanisms. Even some online games like Eve Online are hiring economists to help to run virtual economiesone such economist, Yanis Varoufakis, went from a virtual economy to a real economy when he became Greeces Minster of Finance.

If you want to understand the world and make it a better place there is no better degree than an economics degree because it is so versatile.

That is the new book by Tim Marshall, yes Trump and Israel and the like, but it goes much further than that.  Here is one excerpt:

Since 1971, Assams population has more than doubled, from 14.6 million to over 30 million, much of which is due to illegal immigration.  Hindu nationalists have argued that the area might have a Muslim majority by 2060.  In 2015 there were 19 million Hindus and 11 million Muslims, nine of the twenty-seven districts being Muslim majority.  Equally importantly, the 2017 census showed that people who are ethnically Assamese are now a minority in the state as a whole, and as people continue to arrive their proportions will continue to drop.

This is a depressing but thought-provoking book.  Bangladesh, by the way, is smaller than the state of Florida, but has 165 million people.  And I had not known there are about 800,000 Nigerians in South Africa.  You can order the book here.
